what kind of thing it is — an allegation, sworn testimony, a document in the record, or an editorial
conclusion drawn by the author. Nothing here pretends the labels do not matter.

One story, five ways in — and each one is a room you can actually stand in.
A documentary that ends when the credits roll cannot survive a doctrine that keeps
moving. These five doors are the permanent structure of the project: you can watch it, check it,
argue with it in moderated company, use it lawfully in your own community, and come back later to
find what changed and who changed it.
Most arguments about police accountability collapse because two people are holding
different kinds of statement and calling them both “facts”. This project refuses to let
that happen inside its own material. Every entry in every room on this site carries one of these
four labels, in the same four colours and the same four shapes, everywhere.
Allegation
What someone claims happened
A pleading, a complaint, a filed accusation, a statement to a reporter. It is on the public
record that the claim was made. Nothing about the label says the claim is true, and this
project never upgrades an allegation to a fact because it was repeated often.

Testimony
What a person swore under oath
Deposition passages, trial testimony, sworn declarations, on-camera interviews given under the
project’s consent protocol. Testimony is evidence of what a witness said, subject to
cross-examination and to the ordinary problems of memory. Two sworn accounts may conflict, and
when they do, the room shows both.

Record
What a document actually says
A published opinion, a docket entry, an order, a certified scan. The holdings quoted throughout
the QI Case Atlas are of this kind: short, general statements of what a court decided, with the
reporter citation and year attached so you can go read it yourself.

Editorial conclusion
What the author argues it means
Analysis, pattern-finding, the through-line of the films and the books. This is where Tracy
Williams’ own voice lives, and it is deliberately fenced off in oxblood so that no reader
can mistake an argument for a docket entry. Editorial conclusions are dated, attributed, and
revisable in the UPDATE door.

Corrected 5 September 2026. An earlier version of this page said these three titles were
“corroborated in public listings.” That was wrong, and we are recording the correction rather than
quietly deleting it. A search of retailer, library, ISBN, and catalog sources on 5 September 2026 returned
no match for any of the three — Qualified Immunity: Solved,
Qualified Immunity: Corrupted, or The Damage Done. They are recorded here as
titles supplied by the author and not yet corroborated by any public source. That is not a
statement that they do not exist; unlisted, in-progress, and privately circulated manuscripts are all
ordinary. It is a statement that we have nothing on the record yet.
Unrelated catalog results for the common name “Tracy Williams” must not be imported into this
bibliography without author confirmation. Three court records naming a plaintiff of that name were found and
deliberately excluded — attaching this author to a stranger’s litigation would be
fabrication. Publisher and author files and the copyright pages are controlling for edition, ISBN, territory
and credit. This prototype therefore shows edition fields as unconfirmed rather than guessing at them.

Production truth
What exists, and what does not.
What exists is this prototype: hand-written HTML, CSS and JavaScript that demonstrates the labelling
discipline, the rights-gate surface, the reader behaviour, the case atlas filters and the evidence
register. It runs, it responds, and you can break it if you try hard enough.
What does not exist, and is not claimed to exist: the documentary film, its trailer, any chapter clip,
any episode, any recorded author introduction or reflection, any voice performance or narration audio,
any production code beyond this prototype, and any completed rights clearance. The transcript panels
contain sample prose written for this prototype to demonstrate the transcript surface — they are not
transcripts of recorded material, and they are labelled as samples where they appear.
Case material is different in kind. The decisions in the QI Case Atlas are real, published United
States court decisions, cited with court and year, and their holdings are stated short and general so
that the summary cannot outrun the source. Those rows are labelled RECORD.
Where this project characterises a pattern across those decisions, that characterisation is labelled
EDITORIAL CONCLUSION and attributed to the author. No case facts have been
invented anywhere on this site.
